The virtue of charity
The Heren Charitable Foundation is the first philanthropic foundation in China that was established by stock donation.It was a pioneer among the charitable foundations in China in its funding injection, operational model and management rules.  The donation was 300 million shares of Fuyao Glass Industry Group Co. Ltd., stock held by the family of Cao Dewang. On the day of the transaction, the value of the stock was 3,549 billion RMB.
The Heren Charitable Foundation got its name from the Yellow River for“He”and Benevolence for “Ren”. It is not only the name of Cao Dewang’s father, but also has the great meaning of “The greatest benevolence is like water, to tolerate all with the highest virtue.”Although Cao Dewang donated family equity to form the foundation, he decided to withdraw from it after helping to build up its system, and he handed over the 300 million shares of Fuyao stock to the community. The Heren Charitable Foundation is registered with the Ministry of Civil Affairs but professionally reports to the Overseas Chinese 
Affairs Office of the State Council.  The foundation is governed by a Board of Trustees and led by a Secretary General.  The first Chairperson of the Board is Mr. Cao Degan, the former Vice Chairman of the Standing Committee at the Fujian Province People’s Congress. The first Vice Chairperson of the Board is Mr.Cheng Tiesheng, the former Director of Domestic Affairs at the Overseas Chinese Affairs Office of the State Council. The first Chief Supervisor is Mr. Hong Yongshi, the former Secretary of the Xiamen Municipal Party Committee.  The first Secretary General is Ms. Zhang Yinjun, the former Director of the Information Office at the China Charity Federation. To ensure that “the community knows where every penny goes,” the Foundation will be properly managed like an international public company, with regular public audit reports and a list of philanthropic projects.  Everything will be announced publicly.At the same time, the Foundation’s assets and other income are public properties, which shall not be usurped, privately divided or misappropriated by any person. 
The Heren Charitable Foundation is a grant-making foundation.The Foundation does not direct charitable operations but rather, it provides support to public charities and social organizations on projects that are within the scope and the work plan of the Foundation.The Foundation’s primary focus is on education, healthcare, environmental conservation, poverty alleviation, disaster relief and post-disaster recovery.All domestic charities may apply for project funding from the Foundation, and all qualified projects will receive funding after signing agreements and accepting full supervision of the Foundation unconditionally.
On May 5, 2011, Mr.Huang Mengfu,Vice President of the Chinese People’s Consultative Conference, attended the Foundation’s opening and unveiling ceremony and said that the establishment of the Heren Charitable Foundation was a pioneer in using stock donation as the funding source of the Foundation and symbolized another step forward in China`s philanthropic activities.

On May 12, 2008, the deadly Wenchuan earthquake rocked China and shook the world.  Tens of thousands of people lost their lives in the disaster.  Faced with this major disaster, Cao Dewang immediately donated 5 million RMB to the disaster stricken area through the Overseas Chinese Affairs Office of the State Council.     
Immediately after that, Cao Dewang, Cao Hui, CEO, and Fuyao Group’s management team urged all Fuyao employees to participate in the earthquake relief and to do ones’ best to help the people in the earthquake stricken area.  CEO Cao Hui donated 1 million RMB right then.  Under the leadership of the father-son team of Cao Dewang and Cao Hui, the entire Fuyao organization was mobilized.  In less than a week, more than ten thousand employees in Fuyao’s plants in nine provinces and thirteen cities, as well as our distributors and in fifteen provinces, also showed their support and donated over 9.3 million RMB in sum.  
Although the disaster was ruthless, Fuyao has compassion.  This donation was delivered to the destination at the first available time.  In the meantime, the disaster stricken area had been on Cao Dewang’s mind.  In July, he went to the disaster area to understand the situation.  When Cao Dewang learned that the school buildings at Meishan City Longzheng Middle School and at Wenlin Township Starlight Elementary School were in need of urgent repairs because of cracked walls and missing roofing tiles, which severely impaired the over 1,000 students and teachers’ ability to study and work, he donated 2 million RMB to each of the schools to cover the renovation costs.  He also requested the local government to focus on the quality of the renovation and to construct earthquake resistant school buildings so the children can study at ease.

On the morning of April 14, 2010,an earthquake again destroyed a once picturesque home–Yushu in Qinghai Province.Everything that happened in this quiet and historic town was heart wrenching and sad to Fuyao.However, with the earthquake occurring in the Tibetan plateau, complex terrain,harsh climate as well as altitude sicknesses experienced by many rescue workers, made the rescue work very difficult.Additionally,due to the fact that most of the impacted people were ethnic minorities,unfamiliarity with local customs also added challenges to the rescue effort.After hearing about the severity of the disaster from the Fujian Provincial Party Committee disaster relief report, Fuyao Chairman Cao Dewang and Fuyao CEO Cao Hui decided to increase their original donation from 50 million RMB to 100 million RMB,to help the people in the disaster area overcome the hardship.
On the CCTV sponsored program“Care for Yushu, Great love is without borders–Earthquake Relief Special Fundraiser,”when the host was reading a letter home from Ah-Fu,a rescue volunteer from Hong Kong who lost his life to save others, in the audience, CEO Cao Hui`s eyes moistened. Towards the end of the program, overcome with emotion, Cao Hui held up his donation sign and announced immediately that his father, Cao Dewang, and he will personally donate 100 million RMB to the Qinghai Yushu earthquake stricken area and will donate 200 million RMB to the five provinces in the Southwest arid area.
This donation holds the record for the largest amount for a personal donation in China’s philanthropic history.“The disaster in Yushu is a disaster for all Chinese people and also a disaster for Fuyao, for the Cao family.”CEO Cao Hui remained emotional when he was responding to medial questions.He said, “The entire country is deeply concerned about the Yushu earthquake.The Tibetans and the Hans are family, and we also hope to use our meager strength to help the people of Yushu to overcome the hardship and rebuild their homes.”

Five provinces in southwest drought
“It is like the holidays in the village.  I have never seen this much money, and I can’t count because my hands are shaking.”  On May 19, 2010, Long Yongxiang, a farmer from Shang Zhan Liang Village, which is located in Chadian Township, Wuding County in the Chuxiong Yi Autonomous Prefecture, Yunnan Province, could not control his excitement when he received 2,000 RMB from the China Foundation for Poverty Alleviation.  
Another 34 farmer families from Shang Zhan Liang Village also received the 2000 RMB donation.  The donation provided relief to the hardship they were experiencing due to a nine-month drought.  Close to 100,000 poverty stricken families in the arid region of Yunnan, Guangxi, Guizhou, Chongqing, Sichuan all can receive the same amount from the China Foundation for Poverty Alleviation.  The total amount of this donation is 200 million RMB, and all of which is from Cao Dewang and Cao Hui, the father-son team from Fuyao Group.
Since the fall of 2009, the drought in the Southwest region has caused a shortage in drinking water for humans and animals and widespread crop failure.  Cao Dewang witnessed firsthand the plight of poverty stricken farmers in mountainous areas in the Southwest Region.  “Philanthropy is something that every capable person should engage in.  I hope my donation can truly help the people in the disaster stricken area, even if only a little.”
After he decided on the 200 million RMB donation, Cao Dewang’s number one wish became making sure that the money is delivered to these recipients.  For this reason, he signed a special agreement with the China Foundation for Poverty Alleviation.  In the agreement, Cao Dewang set up an independent oversight committee to provide supervision for the execution of the entire project.  He also set the maximum management fee at 3% and maximum error rate at 1%, and noncompliance damage was set at 30 times of the overage amount.  Media called it “the most demanding philanthropy in history,” but that a precise reflection of Cao Dewang’s sense of responsibility and attitude towards philanthropy.  This sense of accountability not only helped improve the quality and transparency of the project but also promoted the creditability of public interest and philanthropic organizations.   
Before the end of 2010, the entire 200 million RMB was transferred to the China Foundation for Poverty Alleviation, which then delivered 184.3 million RMB to recipients in 17 counties in five provinces, 120 townships, 765 incorporated villages and 5,820 unincorporated villages.  There were 92,150 families that received 2,000 RMB donation per household.  In addition, 9.7 million RMB was spent to construct a bridge in Shexi Township, Tongjiang County, Sichuan Province.  

Dewang Middle School
Cao Dewang’s principle of “Assist Education, Grow People” runs throughout his life.  For years, he has been persistently contributing to the education cause in this country.  
Donating to build Fuqing Dewang Middle School is one of the examples of his education assistance donations.  In 2009, after negotiations among multiple parties, Cao Dewang donated 190 million RMB to build it as an independent public school in Fuqing City Gaoshan Township.  The project was completed and put into use in July 2011.  The school covers 147 mu of land with a building area of about 70,000 square meters.  It is a fully functional, beautiful and first-class facility with full services and a modern atmosphere, and it can accommodate 3,000 students.
The school adheres to the spirit of "upholding ethical standards, promoting knowledge, understanding principle, implementing by practice,” the position of "high starting point, high standard and high quality," the goal of training students to acquire the valuable qualities of "determination, hardworking, critical thinking and implementation," and the innovated management model of "public structure with private assistance,” in order to fully promote the sound and rapid development of the school.
Cao Dewang established an incentive structure to attract talented people and recruited reputable principals, teachers and other highly qualified individuals from all over the country.  For those teachers with awards from the county level and up, core teachers, subject leaders and mid-level administrators with substantial management experience, in addition to wages given by the country, Cao Dewang provides lucrative bonus based on their experience and performance.  Additional rewards are given to those whose students attend prestigious universities.
Meanwhile, Cao also set up a variety of grants and scholarships to grow outstanding students and to assist those who are in “extreme poverty.”  All students in the “Grand Ambition Class” and students in the “Standard Class” with economic hardship receive free tuition, room and board and miscellaneous fees.  Those with actual extreme hardship also receive a 500 RMB monthly living stipend.  Additionally, outstanding students receive significant scholarships, including 5,000 RMB for those who are admitted to the universities listed in the “985 Project” and the “211 Project,” 3,000 RMB for those who are admitted to other first tier universities, and 500 RMB for those who are admitted to second tier universities.  Those who are admitted to the top 10 universities in the country will receive an additional scholarship.  
Northwest A&F University “Cao Dewang Education Grant”
In October 2010, Northwest A&F University, located in Yangling, Shaanxi Province, had just finished its enrollment for that year.  Because the school is located in an underdeveloped area in the Northwestern region of the country, helping students with economic hardship complete schooling is an important task of the University every year.  In order to raise funds to help these students with economic hardship, Northwest A&F reached out to Fuyao Group that year to engage in active conversations.
Cao Dewang found out about the situation and quickly reached a consensus with the University to set up the “Cao Dewang Education Grant.”  The Grant was officially launched in the beginning of 2007 to assist students with economic hardship.  Over the next 10 years, the Grant has provided and will provide 5,000 RMB each to 300 students every year.  The total funding for this grant reaches 15 million RMB.
During the launch ceremony, Cao Dewang said to the students emotionally, “I grew up poor.  When your meal allowance is too low, you will not be healthy after four years of study.  Your university president and I have agreed that this is a grant and not a scholarship.  I am doing this is to fulfill part of my social responsibility."
As of now, the "Cao Dewang Grant" at Northwest A&F has donated 7.5 million RMB and helped 1,800 students.
Nanjing University Heren Charity Acaedmy
October 30, 2010 was the groundbreaking ceremony for the “Heren Building” at Nanjing University Xianlin Campus.  Using the 20 million RMB donation from Cao Dewang, the “Heren Building” would be used to establish fields of study within the Heren Charity Academy and train professionals in the field of philanthropy.  To thank Cao’s philanthropic activities, Nanjing University established a Charity Academy and named the Academy after Cao’s father, Cao Heren.  Relying on the foundation set forth by the University’s School of Social and Behavioral Sciences, the Academy would focus on the theoretical research of philanthropy, cultivating talents, surveying, policy consulting and philosophy communication as well as promote the development of philanthropy in China.  It is the first university level educational institution that is solely dedicated to the theoretical research of philanthropy, the cultivation of talents and philosophy communication.  Currently, the Nanjing University Heren Charity Academy has added philanthropy as a research topic to the sociology and social works masters and doctorate programs at the School of Social and Behavioral Studies and added philanthropy related courses to the social works undergraduate program in order to cultivate bachelors, masters and doctorate degree talents specializing in philanthropy. 
Fuyao Xiaomen University Education Development Foundation
The relationship between Fuyao Group and Xiaomen University has a “very long history.”
In 1996, Cao Dewang and Xiamen Univeristy signed an agreement to establish “Fuyao Xiaomen University Education Development Foundation.”  “Fuyao Scholarships and Grants” for the School of Management is an important component of the “Fuyao Xiamen University Education Development Foundation” and is specifically designed to award the students with outstanding academic records and those with economic hardships within the School of Management.  Cao Dewang has donated 3 million RMB into the Foundation.  As of now, the Foundation has released 1,877,400 RMB to assist more than 800 people and has become one of the most important education assistance awards set up by reputable enterprises in Xiamen University.   
2011 was the 90th anniversary for Xiamen University.  In the afternoon of Apirl 5th, Cao Dewang donated 200 million RMB at the University’s education donation event to support the development of its business school. 
Fuzhou Strait Library
Fuzhou Strait Library, located in the Min River North Bank Central Business District, is one of the important projects for the Fuzhou City Party Committee and the Fuzhou City Government to provide practical benefits to its citizens.  The budget was 610 million RMB for this 72,200 square-meter library.  In 2010, Mr. Cao Dewang donated 400 million RMB to the City of Fuzhou for the construction of the library.  Fuzhou Strait Library strives to become a first class large public library that provides citizens with a high quality, inviting, comfortable, open and user friendly environment, and enables them to study and relax.  
Helping Triplets
In Qitou Village, Minhou City, Fujian Province, the triplets that received financial support from Cao Dewang are growing up happily.  In 2006, Cao Dewang read in the Fuzhou’s Strait Metropolis Daily that a famer had triplets, all of whom needed to stay in incubators to survive, but the farmer only had the money to keep one alive.  After reading the report, Cao thought of a folklore, which says if all the children are born at the same time and one dies, the others will not make it, either.  Hoping that all three children can survive and have a healthy life, Cao called the hospital right away and offered to pay for all the costs relating to the triplets staying in the hospital incubators until they are safely discharged.  After the call, Cao still felt uneasy about the situation.  Even though the incubator situation was resolved, what about afterwards?  Raising three children in a poor family is a significant financial burden.  He immediately decided to give this family 3,000 RMB every month for the next three years.  After that, he would provide 1,500 RMB every month to help with the children’s living and education costs until they are 18.  In the spring of 2007, the oldest of the triplet was diagnosed with a congenital heart occlusion, which would require surgery.  Without saying a word, Chairman Cao paid for all of the child’s surgery cost.  Now, all three children are healthy, happy, and growing up in love.      
Buying a Draught Cow for a Farmer
He Jinlong is an ordinary old man in Changkeng Village, Yongtai County, but he is also an unfortunate old man.  He has a 35-year-old son.  The son had an illness when he was young.  As part of the post-illness sequelae, he was only one meter high with below average intelligence.  He Jinlong bought a draught cow in hopes that the cow can do farm work and can be leased to generate income so that the son can depend on it for future income.  Unfortunately, within two years, the two calves from the cow died, and so did the cow itself due to illness.  His son was devastated by the deaths of the cows and became sick.  Faced with poverty, He Jinlong had no money to buy another draught cow and was unable to get help.  Hearing that Cao Dewang is a warmhearted person, He Jinlong sent a letter to Fuyao asking for assistance.  Unexpectedly, this letter touched Cao’s heart.  He immediately asked his staff at the float glass plant construction site to help buy a draught cow.  Interestingly, the staff found five or six cows, and Cao carefully selected a strong one with the right age.  Cao also sent a letter to He Jinlong reminding him to find the reason for the deaths of his earlier cows so he did npt repeat the same mistake twice.  Later, when finding out that the cow was pregnant and would soon give birth to calves, Cao was so happy as if his own business just experienced new growth.
Relocation of Pingtan Chengan Village
Chengan Village is located on an island at the border of Fuqing and Pingtan.  This is a barren land, with 40 families living there.  The houses the villager lived in were dilapidated due to years of disrepair, and the condition was more agonizing during the rainy season.  Due to topographical reasons, people could not dig wells and must get drinking water by buckets from five kilometers away.  With inaccessibility, the lack of basic medical facility, and no schools, the villagers’ quality of life was miserable.  To get out of the difficult life, the villagers had been asking for help and to no avail.  
Cao Dewang was in Pington studying the sand quality and found out about the issue.  He was surprised by the living conditions of the local villagers and was determined to, with the assistance of the government, relocate the villagers of Chengan Village and build them a new home.
From that day on, he began to survey everywhere and finally found land nearby Jianhu Village that is suitable to build a new village.  After the agreement with the local government, Cao Dewang contributed 1.8 million RMB to build the Chengan New Village (when the village construction was completed, the villagers unanimously decided to name the new village Fuyao New Village).  In July 2007, the village hosted a grand completion ceremony.  Now, the villagers live and work happily in their new home.
With the improvement of living conditions, the economy also improved significantly.  The young men in the village were no longer worried about not being able to find wives, and many people who left the village to find work also returned home.  The families in the village increased from 40 to 60.  Later, the villagers saved some money from the donation and built a home for the elderly, which is the best kind of paying back for Cao’s philanthropy. 
Financial Assistance for Tian Jun, a probationary period employee with leukemia
Tian Jun is a young man born in 1987.  He joined Fuyao in 2007.  Before completing his probationary period, he went home for the May 1st vacation, suddenly feeling dizzy and week.  He was subsequently sent into the hospital and diagnosed with leukemia.  This terrible disease pushed the Tian’s family, which was not wealthy to start with, to the verge of despair.  There is no way a rural family with less than 20,000 RMB of annual income can handle the near one million RMB of medical expenses to treat leukemia.  The entire family was covered in heavy gloom.
Fuyao’s Beijing subsidiary, the company for which Tian Jun worked, found out about Tian’s diagnosis and reported to Cao Dewang right away.  Cao immediately instructed them to save Tian’s life and cover all the medical expenses.  This news was delivered to Tian Jun’s parents in real time.  Like seeing the long-lost twilight in the depths of despair, the quiet father repeated over and over to himself, “Fuyao is my savior, Chairman Cao is my savior,” and the mother, already worn down by the situation, dropped down on her knees and, in a voice cracking with emotion, thanked Chairman Cao for saving their family. 
“The Tian family is poor.  If the company does not do it, who will?”  Blurted out Chairman Cao, without thinking, when someone asked why he helped Tian Jun, who is only an employee in his probationary period.  
Pagoda of Ten Thousand Buddha on Mount Putuo Pumen Hall
The Pagoda of Ten Thousand Buddha, constructed with a 50 million RMB donation from Cao Dewang, is located at the foothills of Dragon Head Mountain at the northeastern corner of Mount Putuo.  The project began in October 2003, had a total construction area of 3,194 square meters and had total investment of 100 million RMB.  Situated on a granite foundation and constructed with brass, glazed roof tile, camphor wood, color painting with gold gilding, stone and other materials, the pagoda looks dazzlingly splendid.  The base of the pagoda and the surrounding square uses Indian red marble and China white marble from Bejing Fangshan as railings, which gives the appearance of steadiness and luxury and also accentuates the pagoda’s originality, simplicity, dignity and magnificence.  The pagoda sits on the peak of Foding Mountain and is an octagonal pavilion with blue glazed roof tiles.  The pagoda has nine stories and twelve point eaves.  The structure is 72.26 meters high including the spire and has ten thousand Guanyn statutes, in ten styles, for worshipping.
Anhui Jiuhua Mountain Huixiang Pavilion Pagoda of Ten Thousand Buddha
“I donated money to construct this pagoda to express my gratitude to the motherland, to leave a legacy for the future, to pray for the prosperity of the motherland and for the health and longevity of its people.”  Said Cao Dewang at the inauguration ceremony of the Auhui Jiuhua Mountain Huixiang Pavilion Pagoda of Ten Thousand Buddha. 
The pagoda was made completely out of bronze, has seven floors and eight sides, and the total height is 33 meters.  It has ten thousand statues of Rulai, the pharmacist Buddha that prevents misfortune and prolongs life, for worshipping inside and is the first all bronze pagoda in the country.  Its completion fills the void for open air bronze pagodas in the country and diversifies the architectural styles of Buddhist mountains, enhances the Buddhist architectural standard, and adds a beautiful landscape for tourists from all over the world.
Jiuhua Mountain is one of China’s four famous Buddhist mountains and well known for its beautiful sceneries.  Huixiang Pavilion Pagoda of Ten Thousand Buddhas broke ground in 2003 and took three years to construct, with Cao Dewang’s personal donation of more than 17 million RMB.    
The pagoda received plaques and inscriptions signed by many famous calligraphers, including eminent Buddhist monks Benhuan, Mingshan, Yicheng, Jingkong, Shenghui and Xuecheng; Chinese studies experts Ji Xianlin, Wen Huaisha; and literary masters Liu Mengxi, Shen Peng, Ouyang Zhongshi, Zhanghai and Chun Yi.
Fuqing Gaoshan Chongen Temple
Fuqing Gaoshan Chongen Temple is located in Weidi Sub-Village in Fuqing City Gaoshan Township Longshan Village and right next to Interstate 324.  The temple is south-facing and sits on 150 mu of land.  With structures including the gate, Hall of the Deva-kings, Main Hall, Guanyin Hall, Worshipping Hall, Abbot’s Room, Superintendent’s Room, corridors, side hall, Bell Tower, guest house, dining hall, and two dormitories, the scale of the temple is quite grand.  Construction of the temple began in 2009 with a 200 million RMB donation from Cao Dewang, and it is largely completed by now.       
However, this temple had a rocky past.  During the early Qing Dynasty, there was a “Xiangdeng Temple” on the current site of today’s Chongen Temple.  The temple was not very large, but it lived in harmony with the local villages and publicized “temple services” by the way of inscription, which became a specialty of the temple.  However, 300 years have gone by, and the original “Xiangdeng Temple” was already dilapidated, with no chanting monks and no lights in front of the Buddha.  
Even though “Xiangdeng Temple” was dilapidated, the memory of it remained on the villagers’ memory.  In 2009, Cao Dewang and the local villagers surveyed the dilapidated “Xiangdeng Temple” and decided to rebuild and expand the temple on the same site.  The new temple, with its name changing from “Xiangdeng Temple” to “Chongen Temple,” answered the villagers’ wish.  
Fuqing Dongzhang Lingshi Temple
Lingshi Temple is hidden in the depth of the Lingshi Mountain in Dongzhang Town, Fuqing.  Surrounded by the hills and the luscious green trees, it is a great place for Buddhist meditation.  The temple has about 100 monks and is the largest meditation center in Fuzhou.
With structures including the Hall of the Deva-kings, Main Hall, Room of the Five Judges, and Purification Room connecting together, the Lingshi Temple looks quite magnificent today.  However, this historic temple, which had existed since the Tang Dynasty, was occupied by the forest workers during the Cultural Revolution and was crumbling without any complete structure.  In the 1980s, with the support of the local government, the forest workers moved out, and the temple was restored, but the building was still dilapidated with only a few old monks in there.  When one of the local government officials invited Cao Dewang to visit Lingshi Temple in one of the donation ceremonies, Cao agreed.  After the visit, he decided to donate 120,000 RMB to the renovation project.
From then on, Lingshi Temple became one of Cao’s regular donation recipients.  Every one or two years, Cao would go to the temple and ask what else needed to be rebuilt or renovated.  Since 1988, for more than 20 years, Cao has put in 20 million RMB in total to help complete all the architectural structures currently existing in the temple.
